Drive north on U.S. 17 past Porters Neck and the shopping centers fall away. Pine woods close in, the road crosses into Pender County, and you are in Scotts Hill: a quiet stretch of wooded lots, tidal creeks, and newer neighborhoods sitting between Wilmington and Hampstead. It is one of the most overlooked places to buy in the Cape Fear area, partly because so many listings here simply say “Wilmington.” Here is what buyers should know before they start touring.
Where Scotts Hill Is (and Why the County Line Matters)
Scotts Hill is unincorporated. It runs along U.S. 17 north of Porters Neck and south of Hampstead, and the New Hanover–Pender county line cuts right through it. There is no river or big road marking that line, so two homes a few minutes apart can sit in different counties.
Most addresses here carry a Wilmington 28411 mailing address, but the mailing address does not tell you the county. The county decides a lot:
- Property taxes. Each county sets its own rate, and Pender-side homes also fall in a fire tax district. Compare the actual tax bills, not just the list price.
- Schools. New Hanover-side homes are assigned to New Hanover County Schools; Pender-side homes go to Pender County Schools.
- Zoning, permits, and flood rules. A New Hanover parcel follows New Hanover’s development rules, administered in Wilmington. A Pender parcel follows Pender County’s rules and flood ordinance, administered from Burgaw.
- Water and sewer. Service varies by neighborhood. Some homes are on public water, while older and larger lots may rely on wells and septic systems.
Before you fall in love with a house, look up the parcel on the county’s GIS and tax sites. It takes two minutes and answers most of the questions above.
What It’s Like to Live Here
Wooded lots and water
Scotts Hill’s draw is space. East of U.S. 17, Scotts Hill Loop Road curves toward the Intracoastal Waterway, past mature trees, older custom homes, and waterfront property along Futch Creek and the sound. Some homes have private docks, and many lots are larger than what you will find closer to town. West of the highway is mostly pine woods and newer subdivisions.
Boating
Scotts Hill Marina, off Scotts Hill Loop Road, offers wet slips and dry storage, and boaters here are a short run from Rich Inlet and the ocean. If boat access matters to you, ask about slip and storage availability and costs before you buy, and check whether a home’s dock is permitted and in good repair.
History and things to do
Poplar Grove, the historic plantation house museum on U.S. 17, hosts farmers markets, seasonal festivals, and holiday events, and it is a good reminder that this area has deep roots. The Pender County-owned Abbey Nature Preserve nearby offers trails and a pond for an easy afternoon outside.
Health care next door
One of the biggest changes for the area is Novant Health Scotts Hill Medical Center. According to Novant Health’s June 9, 2026 announcement, the $294 million, 66-bed hospital at 151 Scotts Hill Medical Drive is New Hanover County’s first new hospital in nearly 60 years, and it connects to the existing Scotts Hill emergency department. For retirees, families, and anyone who values a short drive to care, that is a real quality-of-life gain.
Everyday errands
Scotts Hill itself is mostly residential. Groceries, restaurants, and shopping are a short drive south in Porters Neck or north in Hampstead, and Mayfaire and Wrightsville Beach are within reach for a bigger outing.
Homes You’ll Find
- Waterfront and water-view homes along the creeks and sound, often on wooded lots with docks.
- Established neighborhoods off Scotts Hill Loop Road with custom homes built over several decades.
- New construction in planned communities on both sides of the county line, often with amenities like pools.
- Land for a custom build, mostly on the Pender side.
If you are buying land or an older home, plan on extra due diligence: septic and well inspections, a wetlands or survey review, and confirmation of road access and maintenance.
Schools: Check the Exact Address
There is no public school inside Scotts Hill. Pender-side homes are generally assigned to Topsail-area schools in Hampstead, and New Hanover-side homes to New Hanover County Schools. Pender County Schools is working through a redistricting process as the Hampstead area grows, so assignments may change in coming years. Always confirm the assignment for the specific address with the school district before you make an offer.
Flood Zones and Insurance
Elevation changes quickly here. Many wooded lots west of U.S. 17 sit well above the water, while homes near the creeks and sound may fall in special flood hazard areas. Check the parcel on the North Carolina Flood Risk Information System, ask the seller for an elevation certificate if one exists, and get homeowners and flood insurance quotes during your due diligence period, not after.
Getting Around
U.S. 17 is the main road in and out. Traffic is generally lighter than in Hampstead’s busier stretches, but it builds at rush hour toward Porters Neck and Market Street. Do a test drive at the times you would actually commute before you commit.
Who Scotts Hill Fits Best
- Buyers who want more land and trees while staying close to Wilmington.
- Boaters who want quick access to the waterway and Rich Inlet.
- Retirees and second-home buyers who value quiet and nearby health care.
- Families who are comfortable confirming school assignments carefully.
