Living in Hampstead, NC: A Guide for Pender County Buyers

Hampstead has become one of the most asked-about places in Pender County, and it’s easy to see why. It sits on U.S. 17 between Wilmington and Jacksonville, faces Topsail Sound and the Intracoastal Waterway on its east side, and puts Topsail Island’s beaches a short drive away. Next weekend, the community also hosts its biggest tradition of the year, the NC Spot Festival. If you’re thinking about buying in Hampstead, here’s an honest look at what living here is like, what’s changing, and what to check before you make an offer.

Where Hampstead Fits on the Map

Hampstead stretches along both sides of U.S. 17 in southeastern Pender County, just north of the New Hanover County line and Porters Neck. To the east, the land slopes down to tidal marsh, Topsail Sound and the Intracoastal Waterway. To the west, you’ll find pine woods, farmland and newer subdivisions spreading inland toward N.C. 210.

That location is the main draw. Many residents commute into Wilmington for work, head to Topsail Island on weekends and still come home to more elbow room than they’d find in much of New Hanover County.

An unincorporated community

One thing that surprises newcomers: Hampstead isn’t a town. There’s no mayor or town council. Pender County handles planning and zoning, law enforcement, schools and, for many addresses, water. That means you pay Pender County property tax without a separate town tax, and that growth decisions in Hampstead are made by the Pender County Board of Commissioners. If you want to follow what’s being approved near a home you’re considering, the county’s planning agendas are the place to look.

What Daily Life Looks Like

On the water

Boating, paddling and fishing are part of everyday life on the sound side of Hampstead. Some neighborhoods have community docks or boat ramps, and some homes have private docks. If water access is your reason for moving, ask exactly what comes with a property: a private dock, a deeded or shared community dock, a boat slip, or simply being close to a public ramp. Those are very different things when it comes to value and day-to-day use.

Beaches nearby

For most Hampstead residents, the “local beach” is Topsail Island, home to Surf City, Topsail Beach and North Topsail Beach.

Parks and outdoor space

Hampstead Kiwanis Park on Sloop Point Loop Road is the area’s main county park, with courts, fields and walking paths. Down near the county line, the Abbey Nature Preserve gives Scotts Hill and southern Hampstead residents a quiet spot for a walk in the woods.

The NC Spot Festival

Every fall, Hampstead throws a party for a small saltwater fish. According to the NC Spot Festival, the event dates back to 1963 and still benefits the Hampstead fire department and the Topsail-area schools. Expect fried spot plates cooked by local firefighters, live music, arts and crafts, and activities for kids. Visit Pender lists the 2026 festival for November 7 and 8.

Schools

Hampstead is served by Pender County Schools. The Topsail-area schools include Topsail High School, Topsail Middle School and several elementary schools, with Surf City schools serving parts of the area as well. Attendance lines can change as the county grows, so confirm the school assignment for the exact address with Pender County Schools before you buy rather than relying on a listing or a neighborhood name.

What’s Changing in Hampstead

The Hampstead Bypass

Traffic on U.S. 17 is the most common complaint you’ll hear, and relief is on the way in stages. According to the NCDOT project page, the bypass is being built in two segments with a total estimated cost of about $490 million. NCDOT said in a May 2026 release that the first segment, from N.C. 210 to Sloop Point Loop Road, is expected to open in late 2027. WECT reported in February 2026 that the full project is slated for completion in 2030. Until then, expect work zones and occasional traffic shifts, and test-drive your commute at rush hour before you commit to a specific neighborhood.

Growth and infrastructure

Hampstead has been one of the busiest parts of Pender County for new development, and the county has been working to keep services in step. Recent decisions include approval of a new Hampstead wastewater plant, a well water filtration upgrade and a planned freestanding emergency department. For buyers, that growth cuts both ways: more amenities and services over time, but also more construction and traffic, and new subdivisions that may change the feel of a quiet road.

Buyer Tips for Hampstead

  • Check the flood zone for the exact address. Hampstead runs from higher, wooded ground near U.S. 17 down to marsh at sea level, so two homes a mile apart can carry very different flood risk. Look up the property on the North Carolina Flood Risk Information System.
  • Get insurance quotes early. Homeowners, wind and flood coverage can add up closer to the sound. Ask a licensed agent for quotes before you make an offer, not after.
  • Ask about water and sewer. Some homes are on county water, some on private wells, and many rely on septic systems. Each affects inspections and long-term upkeep.
  • Look at what’s planned nearby. Check Pender County planning agendas for rezonings or subdivisions near the home, and ask which bypass segment will serve that address.
